On February 25, 2025, President Trump introduced a bold new proposal for a “gold card,” a program that would allow foreign nationals to essentially purchase a U.S. Green Card for a price of $5 million. “We are going to be selling a gold card,” President Trump declared. “We are going to be putting a price on that card of about $5 million,” he further emphasized, suggesting that this initiative could be a game-changer in the U.S. immigration system.
At present, there is limited information on whether the program would require additional criteria such as investment in U.S. businesses or job creation, similar to the existing EB-5 Immigrant Investor Program, or if a $5 million payment to the U.S. government or treasury would suffice as the sole requirement. Based on the President’s remarks, it appears that the gold card program may replace the EB-5 program entirely, simplifying the process and eliminating the need for additional conditions tied to the investment. The EB-5 Immigrant Investor Program, which has been in place since its creation by Congress in 1990, was designed to stimulate the U.S. economy by encouraging foreign investments in businesses that create American jobs. This program, managed by U.S. Citizenship and Immigration Services (USCIS), has been a popular pathway for wealthy individuals seeking U.S. residency through investments that benefit the country economically.
President Trump’s comments also indicated that the gold card program could be implemented in a remarkably short time frame—within just two weeks—without needing Congressional approval. However, many are questioning the feasibility of launching such a complex and far-reaching program in such a condensed period and whether it is legally possible to do so without Congressional involvement. As discussions continue, the details of this proposal remain uncertain, leaving many wondering about its practical implications for both immigration policy and the U.S. economy.
